Midweek, every week, there's a bargain blowout in the Kitty Cottage at the Humane Society/SPCA of Bexar County. Shelter cats that are 1 year old or older are offered for adoption at the rock-bottom price of $25 each, a sum so low that it sounds kind of crazy. The Humane Society calls this weekly event Wacky Cat Wednesday — and there's a method behind the madness.
